Top 5 AI Call Center Software Options for 2027, and When a Custom Voice Agent Wins

Top 5 AI call center software options for 2027: Retell, Vapi, Bland, CloudTalk and Talkdesk checked in Nov 2026, TCPA consent rules and when to build.

By BufferSol Editorial TeamReviewed by Sufyan K.Published 8 min read

Key takeaways

  • Headline per-minute prices are not comparable. Retell, Vapi and Bland each split or leave out parts of the cost, so add speech, model and telephony yourself (as of November 2026).
  • A worked example on Retell's own estimator comes to $0.11 a minute, or $0.33 for a three-minute call (BufferSol calculation).
  • Enterprise suites such as Talkdesk price per user per month and show no AI-agent price; ask for a written quote.
  • The FCC treats AI-generated voices as artificial under the TCPA, so outbound AI calls need consent first. This post is not legal advice.
  • Build your own when the agent must act inside your phone line, calendar and CRM; buy when a vendor's workflow already fits.

The best AI call center software in 2027 is the one that passes a test on your own recorded calls, and a custom voice agent wins when the agent must act inside your phone line, calendar and CRM. AI call center software is a platform that answers or makes phone calls with a speech model, a language model and a telephony link. We checked five options on each vendor's own pages in November 2026.

For how one inbound call works end to end, read our AI call center walkthrough. For the technology and the full buying picture, our AI voice agent guide covers the rest.

What are you actually buying with AI call center software?

You are buying three layers: telephony (the phone numbers and the line), a voice stack (speech to text, a language model, text to speech) and call logic (what the agent says and does). Some vendors sell all three bundled. Others sell the voice stack and bill the rest separately, which is why headline prices differ so much.

This is a limitation worth stating up front. No platform below removes the work of writing call scripts, testing edge cases and deciding when a human takes over. The software handles the audio; you still own the call design.

The Top 5 AI call center software options for 2027

This is not a ranking. The five are ordered from developer platforms you configure yourself to a full enterprise suite, and every fact is as of November 2026. Each vendor page we opened showed no publication date, so re-check before you buy.

1. Retell AI

Retell sells a developer platform for voice agents. Its pricing page shows "$0.07-$0.31 / min for AI Voice Agents" with "Pay as you go" and "Enterprise Plan" options, as of November 2026.

The page's own estimator splits one example into parts: "LLM Cost$0.04/min", "Retell Voice Infra$0.055/min", "TTS Cost$0.015/min" and "Telephony Cost$0.00/min", a total of $0.11 a minute (BufferSol calculation from the page's estimator). It also states "No Charge for Sip Trunking/Custom Telephony" for those who bring their own line.

Choose it if your team can configure an agent and wants clear per-minute lines. Skip it if you need a finished contact center with agents' desktops and reporting.

2. Vapi

Vapi is also a developer platform, and it prices the stack one part at a time. Its pricing page lists a transcriber (Deepgram) at "$0.0095 - $0.0099/min", an intelligence model (OpenAI) at "$0.0077 - $0.0452/min" and a voice (ElevenLabs) at "$0.0146 - $0.0238/min", as of November 2026. It lists Twilio inbound at "$0.008 / min" and outbound at "$0.014 / min".

Two details matter for budgeting. The page says network and data transport is "Charged by provider, not Vapi", and that models are passed through "at cost". Adding only the components we recorded gives about $0.04 to $0.09 a minute (BufferSol calculation from the page's listed rates), before any platform fee we did not capture.

Choose it if you want to pick each model and voice. Skip it if you want one all-in number: you will build the total yourself.

3. Bland AI

Bland sells per-minute calling with a platform fee on its higher plan. Its pricing page shows "$0.14/min" on Start with "$0 platform fee", and "$0.12/min" on Build with a "$299/month platform fee", as of November 2026. It also says telephony "is billed separately, on your own carrier or Bland's at pass-through cost."

A BufferSol calculation shows the break-even: the $0.02 a minute saved on Build covers the $299 monthly fee at about 14,950 minutes a month (299 divided by 0.02, using the two listed rates). Below that volume, Start costs less.

Choose it if you want a simple per-minute rate and enough volume to justify the Build plan. Skip it if your volume is low and you would rather not manage separate telephony.

4. CloudTalk

CloudTalk is a call center platform that added AI voice agent plans. Its pricing page says the AI Voice Agent "starts at $99/month with 200 minutes included", and its FAQ says "starts at ~$0.35-$0.50/min depending on your bundle", as of November 2026.

The page is not fully consistent. One card shows "€0" a month while the text says $99 a month, and $99 for 200 minutes works out to about $0.495 a minute (BufferSol calculation from the page's own figures). Ask for a written quote that matches your minutes.

Choose it if you want a call center platform with agent seats and AI in one place. Skip it if you only need the voice agent and want the lowest per-minute rate.

5. Talkdesk

Talkdesk is an enterprise cloud contact center. Its pricing page shows plans "Per user, Per month": "Digital Essentials: $85USD", "Voice Essentials: $105USD", "Elite: $165USD" and "Industry Experience Clouds: $225USD", as of November 2026. It lists AI products (CXA, Copilot, Autopilot, Navigator and others) without prices and says to "contact sales" for add-ons.

Synthflow shows a similar pattern. Its pricing page says it has "no free plan or trial and no rate by the minute", and that "every new deployment starts on an Enterprise contract." Enterprise paths price by contract, so the figures that matter come from a written quote.

Choose it if you run a large team of human agents and want AI added to an existing suite. Skip it if you want to see a per-minute price before you talk to sales.

Which rules apply before an AI agent makes outbound calls?

In the US, outbound calls with an AI voice need prior consent in most cases. This is not legal advice; get it from a lawyer who knows your markets. The FCC's release of 8 February 2024 "recognizes calls made with AI-generated voices are 'artificial' under the Telephone Consumer Protection Act (TCPA)" (FCC). Artificial-voice calls generally require the called party's prior express consent unless an emergency or exemption applies.

UK and EU rules differ, and we did not check them for this post. Build the gate into the agent from day one: a consent record per number, a stop on opt-out, calling-hour limits, a call log and an AI disclosure at the start. Our post on TCPA and AI calls goes through each rule, and our guide to AI outbound calls covers the campaign side.

What changes for AI call center buyers in 2027?

No source we opened forecasts the AI call center market in 2027. What follows is BufferSol view, written as reasoning, not fact.

We expect per-minute prices to stay hard to compare, because each vendor splits the stack differently. We expect enterprise suites to keep selling AI by quote. And we expect consent and disclosure rules to tighten for outbound calling, so a platform that cannot log consent per number will cost more later. Budget for a test in Q1 2027 and compare on all-in cost per resolved call, not on the headline rate.

When does a custom AI voice agent beat call center software?

A custom agent wins when the call is only the front end of a job inside your systems. According to BufferSol's AI voice agents service, we build agents on your own phone line, calendar and CRM. Software wins when its standard flow already fits.

Build your own if:

  1. The agent must act in your systems. It books into your calendar and writes to your CRM during the call, not after it.
  2. Your call rules are specific. You decide what the agent may say, when it transfers and what it logs.
  3. You want ownership. Prompts, recordings and rules sit in your environment, with no per-minute markup on top of the telephony and models.
  4. Consent needs control. You enforce your own pre-dial gate rather than trust a template.

BufferSol's AI voice lead qualification agent shows the pattern: it answers inbound calls, asks the qualification questions, books appointments into the CRM and sends an SMS confirmation, with transcripts, summaries and hot-lead routing to a human.

A BufferSol calculation shows the scale of running costs: at the $0.11 a minute from Retell's own example, 1,000 three-minute calls a month is 3,000 minutes, or about $330 a month before telephony (BufferSol calculation from the page's estimator). Running cost is rarely the main issue; the work of building call logic is.

~$330for 1,000 such calls a month, before telephony

What would a 30-day pilot deliver?

A pilot is a working voice agent on your real calls inside 30 days. We would plan it like this:

  • Week 1: you provide call recordings or scripts for your top call types, read access to your calendar and CRM, and your phone line details.
  • Weeks 2 and 3: a prototype on a test number, connected to your calendar and CRM, with test calls scored for accuracy and tone.
  • Week 4: a live pilot on part of your traffic, with warm transfer to your team, monitoring and daily tuning.

Success is measured by the share of calls the agent resolves without a transfer, bookings made, correct transfers and complaints. For a service business, the closest ready-made version is our missed-call capture and job booking automation, built for contractors with one to forty trucks. Other businesses get the same pattern as a custom build from our AI voice agents team.

Is this right for you?

A custom pilot fits if most of these are true:

  • Calls are often missed or answered late, and each one is worth money.
  • You know your top three call types.
  • Your calendar or CRM has an API a voice agent can use.
  • A person can take over when the agent cannot help.
  • Off-the-shelf platforms did not reach your systems or follow your call rules.

If none of that applies yet, buy a platform and test it first.

Facts checked November 2026. Pricing pages carry no date and change often, so re-check each vendor before you sign.

If missed or slow calls are costing your business money, ask BufferSol for a scoped estimate for a voice agent now, so the 2027 budget includes it and the pilot can start in Q1 2027.

Frequently asked questions

What is the best AI call center software in 2027?

No single product wins for every team. As of November 2026, Retell AI, Vapi and Bland AI sell per-minute platforms for developers, CloudTalk sells a call center platform with AI voice agent plans, and Talkdesk sells an enterprise contact center suite priced per user. Shortlist two on the job you need done, then test them on your own recorded calls before you sign.

How much does AI call center software cost per minute?

It depends on what the quoted price includes. Retell lists $0.07 to $0.31 a minute on its pricing page, Bland lists $0.14 a minute on its Start plan, and CloudTalk's FAQ says its plans start at about $0.35 to $0.50 a minute, as of November 2026. Add telephony, speech and model costs where they are listed separately.

Is a custom AI voice agent better than call center software?

A custom AI voice agent is better when it has to act inside your own systems, follow your call rules and keep recordings in your environment. Call center software is better when its standard workflow already fits and you want to launch quickly. Many teams buy the telephony layer and build only the call logic they cannot get.

Do AI voice agents need consent to make outbound calls?

In the US, yes in most cases. The FCC ruled in February 2024 that calls made with AI-generated voices are artificial under the Telephone Consumer Protection Act, which means prior express consent is generally required. UK and EU rules differ. Get legal advice for your markets before the first dial. This post is not legal advice.
